    Michigan bill would outsource non-instructional labor

    The Senate bill 1074 was introduced in the month of January. It has stated that school employees must write a letters to Gov. Jennifer Granholm in order to know the answer to their questions regarding how the measurement would affect their paychecks. That is all about the bill which would require the outsourcing of all non-instructional support services in public school districts for contracts of $20,000 or more. According to the bill text, schools may decided to contract with any person or organisation in order to provide these services, but there is a limitation, one must not deal with a contract to a group of its employees or a representative of a group of its employees to provide one or more of these services to avoid the contract to turn into a contractual basis rather than an employment basis. They must follow this in order for them to avoid those complications. The bill has been pursuing its way going through the legislative committees. According to the records, there are almost 551 school districts in Michigan and 250 of them have already contracted with private companies for at least one of the non-instructional services and these services include the janitorial, food and transportation services. Those employees that are in favour of the bill include some districts that have already experience the benefits of outsourcing, that is according to a report given by the Michigan Policy Network. Those supporters of the Senate bill 1047 say that outsourcing is really cost effective that is the reason why the cost savings achieved through contracting those services would be significant. They will save money because of outsourcing. That is the main advantage of outsourcing. That is the reason why most company prefer outsourcing as a means of reducing costs and expenses. They also say that the Senate bill 1047 it would result in lost of jobs in the state and lower attendance at public schools but in fact, it will add more jobs to the state of Michigan. That is the reason why the state of Michigan is supporting that said bill because it can give a big opportunity for those jobless and on the other hand, it can a certain industry to prosper. Outsourcing has a positive impact on the economy of a certain country in such a way that it can provide many jobs. For most company, outsourcing is the new trend that can provide the people a decent job. Outsourcing can help a certain industry to stay on the competitive side. It allows the industry to focus more on their core competencies. It can also help a certain industry to prosper in the field where it belongs. It has the capacity to lessen the expenses and costs. This is the best way to save money.
