    The Indian software outsourcing firm, Wipro, is planning to have and own a large software design facilty in Atlanta, USA. The Indian based company is anticipating to hire of at least 500 computer programmers for the next couple of years. The U.S based companies have been searching a competitive edge by outsourcing a little bit of their operations to India. The Indian outsourcing firm, Wipro, has released to the public its plans of opening a software design center in Atlanta. According to the reports that Adam Davidson did was the new center is not considered as a sales office even if most of the larger foreign companies have a sales and project management facilities in the United States. In fact, Wipro alrady has a lot of sales offices. This new development of Wipro becomes interesting and surprising because it will open a software development office. Lori Kletzer, who teaches international economics at UC Santa Cruz, said that this is the first time she has heard of an Indian outsourcing firm to do this kind of opening new software development center. Kletzer also added that this move that the Wipro will make is just a sign that the Indian software industry has already undergone the process of maturation and t his move in no indication that they are just trying to be as cheap as possible because it is not just about the issue of labour costs because it is more about of the value of the product being produced. For the past seven years ago, it was all about the cheap labour costs. According to Raja Velazuami, head of international HR for Wipro, that most of the companies were hiring lots of Indian programmers for the price of just on American. American IT programmers can make a lot in comparison with their Indian competitors. The Indian based outsourcing firm already has a large number of programmer all over the globe including in India, Canada, Mexico, Brazil, Eastern Europe. Those said countries are more cheaper compare to the America but the the American programmers know a lot of things. In fact, they know about the American culture and the American idioms. They are a lot of industries that need the help of a programmer. It is considered as their sort of knowledge. IN the United States, most of their programmers are require to be physically present in the operations. It is true that the outsourcing industry has gone too far. Most of the companies need that help of an outsourcers to be able to stay on the competitive edge.

    According to the report done by the University of Michigan’s School of Public Policy stated that a developing growth signs for the economy of Michigan is increasing and the opportunity in the Michigan economy is growing rapidly because the state is working for it even if they are experiencing a twisted change. The Netlink Inc. anticipates that Michigan will compete and succeed in the global knowledge economy in the field of outsourcing. This company will be adding almost 500 jobs in Michigan and they are planning to open a new buildings in Madison Heights which will help in the development center in Bhopal, India. Most people believe that the U.S. economy is not about to be moved and shipped off to India because in the industry where there is still Netlink that can compete. They also said that in the global knowledge economy, there are some companies which are operating free of competitive pressure. Like any other companies, they also compete on the basis of technical expertise, service and returning clear savings to our customers. In fact, most of the important sectors such as health care, financial services, law and accounting which are the some Michigan’s best businesses are already competing and winning in the global knowledge economy. But there are two issues that Michigan must solve. One is the Michigan’s political leadership. It needs to resolve the state budget crisis without hurting the businesses that creates new jobs with an excessive tax burdens. Michigan’s political leadership needs to address this problem with the same sense of urgency and it is quickly escalating cost of higher education at state universities.     The former El Paso County Director of Employment is Sue Autry.  In her 2005 performance evaluation, they have evaluated the knowledge of sue Autry regarding on the employment law and procedures and it was called invaluable to the country.  When the month of July ended, that is more than two years after Autry was voted to run the country’s human resources department but suddenly her $105,000 salary was one of the reason why the county administration is being alarmed.

    Sue Autry leave the said position together with the Employee Services Manager David Seyfert. Their obligations have been passed to the staff in the Employment, Benefits and Medical Services Department and they planned to contract it out Denver based human resources firm Mountain States Employer’s Council.  Mountain States will be responsible to handle such investigations, training, employment services and the development of a new policies and procedures manual.  The employee services manager David Seyfert’s wage was about $76,000

    The country administration anticipates that hey will save more than $200,000 a  year if they will outsource to the contact service providers.  Most of those services they were outsourcing and they already introduced it to the other people and Ms. Autry was already outsourcing that is the reason why they are planning to continue it but they are planning to give those services to the other vendors and they are thinking to push that idea to other vendors and the Mountain States will be benefited from it, this is according to Deputy County Administrator Monnie Gore.

    They are planning to render it on others, Autry was one of several outspoken womens of the country administration who was pushing out the door for questioning the status that they have been talking about.  The May 15 letter from Gore expressing concern about a lack of communication proves the gap between himself and Autry.  The letter just proves the friction between administration and Autry.  The Gore started on the letter that most of the time Autry is placing and acting in the position of the employees rather than acting as a representative of the management.

    Tropical Storm Barry was the second named storm of the 2007 Atlantic hurricane season. It made landfall on Florida, United States, in the first week of June 2007. It was a tropical storm that grew quickly. It was formed as a tropical wave then it developed in the southeastern Gulf of Mexico on June 1. Tropical Storm Barry was made its way in a northeastward direction with a maximum sustained winds of at least 60 miles per hour or equivalent to 95 kilometers per hour. Then, it weakened and it downgraded as a tropical depression. It landed near Tampa Bay. Barry quickly lost tropical characteristics because of the wind shear. It moved up the East Coast of the United States and it was taken over by a bigger extratropical storm on June 5. Barry brought heavy rains in the different parts of United States of America. At least 55 houses were damaged and two people lost their lives because of the heavy rains that triggered flooding. Even though, there is a tragic incident had happened because of this tropical storm, there is also a positive impact in the dry conditions in Florida. That is the reason, it is still a blessing.

    Hurricane Andrea was the first named storm and the first subtropical storm of the 2007 Atlantic hurricane season. It was spotted about 100 miles southeast of St. Augustine Florida. Hurricane Andrea is in the northern Florida coast ant the weather bureau is anticipated this hurricane to move into the Atlantic Ocean in just a couple of days. Hurricane Andrea has a maximum sustained winds of at least 35 miles per hour with higher gusts. According to the weather bureau, gradual weakening of Andrea is expected during the next 24 hours. It is a consulting firm based in McLean, Virginia. According to the reports, the White House officials already confirmed and stated that McConnell’s appointment to replace Director of National Intelligence John Negroponte but White House failed to identify Mr. John Michael “Mike” McConnell by name because the nomination has not been formally announced. The Senate announced the McConnell’s nomination and confirmation. It would be between two current trends in intelligence gathering. One is to emphasis the technology and the other is to heighten the role of private contractors in the specific analyzing data and in preparing reports that once might have been written by the government intelligence officers. Stephen Marrin, the former CIA analyst who teaches intelligence studies at Mercyhurst College in Erie, Pa. said that “The mission has expanded, the money is there, and there just aren’t enough (intelligence officers) to do the job without outside help.” It is not that clear how many private contractors are employed by the CIA and in other intelligence agencies. The budget and hiring have been classified. Last year 2006, Director of National Intelligence John Negroponte began to audit the number of private contractors that all 16 intelligence agencies used and owned. It was started because of the concerns about how outsourcing affected intelligence. Chad Kolton, a spokesman for the Office of the Director of National Intelligence said that the said concerns has been continuing. Last September, The CIA also started a case studies to determine whether the contractors were hurting and affecting the agency’s work by captivating away CIA officers with higher wage rate but suddenly the CIA did not say anything to update the public. Booz Allen is the large supplier of intelligence contracting and the contract details have been classified and considered. McConnell’s experience as National Security Agency director is really an advantage for him and a private contractor make him a good choice. Ralph Shrader, Booz Allen Hamilton’s chairman and CEO, believes in the integrity and ability of John Michael “Mike” McConnell. He believes that Mr. McConnell will work very hard to do the right thing. He also added that “He’s someone who can solicit lots of opinions, collect them all up, and produce something that takes the needs of the entire country into consideration and He’s very hands-on. The record show that Booz Allen has received at least $50 million in Pentagon contracts since November 2005. Some involve remnants of the Pentagon’s “Total Information Awareness” program. Congress killed the program in 2003 amid concerns because it might invade the privacy of ordinary Americans. The $63 million contract signed with Booz Allen in 2002 called for the outsourcing firm to develop and improve a single system to collect and search through huge databases of government, personal and business records for signs of terrorist activities.
